Don't overuse your E and W in early game. These 2 abilities hurt you more than they hurt your enemy and have pretty long cd.Vex can manipulate waves way better than vlad. Trading vs him does nothing really unless youre ahead, then trading becomes viable. Early game you want to keep slowpushing waves and crashing big waves into his tower as theres nothing he can really do to answer your shove.
